Give a small business the right to unlimited ransom of leased property - this is a reasonable step, says RF CCI President Sergei Katyrin
The right step is considered by the President of the RF CCI Sergey Katyrin to provide small and medium-sized businesses with an unlimited right to buy out state and municipal property leased by them. This is stipulated by the draft Federal Law "On Amendments to Certain Legislative Acts of the Russian Federation (with a view to expanding the property support of small and medium-sized enterprises)", drafted by the Russian Ministry of Economic Development.
Today, small and medium-sized entrepreneurs who lease state or municipal real estate can take advantage of the preemptive right to buy it out before July 1, 2018.
Entrepreneurship community, united in the Chamber of Commerce and Industry of the Russian Federation, repeatedly suggested changing such an order.
"The introduction of an indefinite right of redemption at any time of such property will certainly strengthen the financial position of the business and will stimulate the emergence of new companies," emphasizes Sergei Katyrin.
Very important is the head of the federal chamber and the fact that the bill provides for the abolition of the current binding by the date, according to which an entrepreneur can buy out leased property only if it was on his lease before July 1, 2015. "The current novel will later allow small and medium-sized businesses to purchase property that was leased after that date," said RF CCI President Sergei Katyrin.
The bill also provides for the extension of the right of redemption to federal property. "Granting to the subjects of small and medium-sized business of the preemptive right to purchase property in federal ownership, by analogy with the right already available to them to buy out real estate owned by the subjects of the Russian Federation or municipal property, seems justified. This will lead to an equalization in the rights of tenants of property of all levels of power, "said Sergey Katyrin.
He does not foresee the difficulties in passing the bill in the State Duma: "The bill fully meets the course of the country's leadership for the development and support of small and medium-sized businesses."
